Some of my balcony pots have compacted soil near the top after a hot week. I am thinking about using a narrow hand hoe, but I do not want to damage shallow roots around the plant base.

On a bright balcony, I would use a slightly deeper pot than the root ball and a coarse mix that still holds a little moisture. A thin top layer of pumice can slow surface drying without trapping water around the stem.
